"Fire hazzard"

I went to visit my friend for the first time,one of the neighbour's dumps all her bags which ,contain food and old clothes,outside of her flat,as no one can get,or even see her flat door,or even gain entry to it,this has been going on for months,and has been reported so many times, not only is this a fire hazard,the inside of her flat,which you cant get into must be the same..
